59 E-TWSP trainees get through SMAW competency assessment

Fifty-nine (59) trainees under the Expanded Training for Works Scholarship Program (E-TWSP) in Tagana-an and Alegria successfully achieved 100% passing rate on the two Shielded Metal Arc Welding (SMAW) competency assessments held recently.

Engr. Gerson T. Estay assessed the 34 trainees from Tagana-an, Surigao del Norte where there were 5 females and 29 males who completed and passed the SMAW competency assessment held on June 6-9, 2013 at the stock and welding area of the said municipality  with the presence of Lilian B. Tiorosio of TESDA-Surigao del Norte.

Meanwhile, Daylinda S. Buico assessed the 25 trainees (2 females and 23 males) from Alegria, Surigao del Norte on June 20-22, 2013 held at the GCB Training Center this municipality with the presence of TESDA-Surigao del Norte representative Judith L. Yamson. ◙

Maayong Sulogoon sa Katawhan

Daghan ang gusto moalagad sa katawhan pinaagi sa pagtanyag sa ilang serbisyo publiko. Apan pipila lang kanila ang napili ug gihatagag higayun alang sa serbisyo publiko sanglit limitado man lang ang lingkuranan sa pangatundanan – ang mahimong sulugoon sa katawhan. Kinsaman kining mga maayong sulugon sa katawhan? Angayan ba kaha sila sa maong mga pangatungdanan?         

              
Panahon sa piniliay, nagpaubos ang mga kandidato sa ilang pagpangampanya nga sama sa sulugoon nga nitangyag sa mga hangyo ug panaad nga buhaton ngadto sa katawhan nga giisip nilang agalon nga mopili kanila alang sa mga katungdanan diha sa serbisyo publiko. Apan sa panahon nga anaa na sila sa maong posisyon, ang uban giisip gihapun nila nga ang katawhan labaw sa tanan apan ang uban kanila wala na nag-isip niana kay nabag-o naman sila diha sa dili makatarunganong kinaiya.

Sa laing bahin, ang mga empleyado diha sa mga ahensya sa gobyerno nagsaad usab sa dihang misulod sila arun magtrabaho ug buhaton nila ang pagpangserbisyo ngadto sa lumulupyong katawhan nga giisip ingon nga agalon diha sa serbisyo publiko. Ang Akta Republika 6713 nagpahinumdum, nagtudlo ug nagsugo ngadto sa mga piniling opisyales ug tinudlong mga empleyado diha sa mga ahensya sa gobyerno sa pagbuhat og maayong serbisyo publiko isip maayong suluggon ngadto sa katawhan. Diha sa Seksyon 4 sa maong balaod naghisgut nga ang tanang publikong opisyales ug empleyado niini kinahanglang sundon ang walo ka labing mga maayong prinsipyo ug pamatasan diha sa paghimo o pag-implementar sa opisyal nga mga bulahatong publiko. Kining walo ka labing maayong prinsipyo ug pamatasan mao ang (1.) pagdawat pagbuhat alang sa kaayohan sa katawhan labaw kay sa personal nga kaayohan (commitment to public interest), (2.) adunay hataas nga kalidad kahibalo sa pagserbisyo (professionalism), (3.) mohatag serbisyo sa tanan nga walay diskriminasyon, walay gidapigan ug kanunay matinud-anon (justness and sincerity), (4.) mohatag serbisyo sa tanan nga walay pagsusi sa gilangkubang partido politikal (political neutrality), (5.) kanunay motahud ug kanunay andam mohatag sa saktong aksyon sa katawhan (responsiveness to the public), (6) kanunay matinud-anon sa nasud ug andam moprotektar niiini gikan sa kaaway ug sa kanunay mosalig pagamit sa mga produkto sa nasud (nationalism and patriotism), (7) pagdawat pagbuhat alang sa demokrasya ug kanunay depensahan ang Konstitusyon (commitment to democracy), ug (8) yano o simple nga pagkinabuhi (simple living). Klaro kaayo niining balaodnon nga ang tanang mga publikong opisyales ug empleyado niini kinahanglan nga alagaran ang katawhan diha sa ilang batakang panginahanglan ug tawhanong katungod kay sila mao man ang sulugoon sa katawhan.

Apan dili kini nagpasabot nga ang atong mga opisyales ug empleyado sa gobyerno uliponon sa katawhan kon dili kini nagpasabot ngadto kanila nga anaa sa pangatungdanan (opisyal man o empleyado sa gobyerno) kinahanglang padayong mohatag sa kinahanglanong serbisyo publiko uban ang makanunayon, madasigon, mapaubsanon, matinud-anon, han-ay, simple, ug walay ikasaway nga kinaiya.

Sa panahun nga sila anaa na sa mga halangdong katungdanan isip sulugoon sa katawhan ug nagbuhat na og maayong gimbuhaton ug nagmalampusong sa paghimo niini, sundon unta nila ang gitudlo ni Jesu-Cristo nga nagkanayon “Ingon usab kamo niana, sa diha nga makabuhat na kamo sa tanan nga gipabuhat kaninyo, pag-ingon kamo ‘mga sulugoon kami nga dili takos; igo lang kami nagbuhat sa among katungdanan” (Lukas 17:10).

Manalangin unta ang Labing Balaan nga Diyos ngadto kanila nga takos ug gitahasan sa mga katungdanan isip sulugoon sa katawhan ilabina sa Lungsod sa Alegria. Ipadayun unta nila ang pagpatuman sa mga maayong plano, programa ug serbsiyo ngadto sa tanan uban ang gugma, panaghiusa, ug katakus sa mga opisyales ug empleyado nga mobuhat niini alang sa tinuoray nga kalambuan, kahapsay, kalinaw, ug kabibo sa Alegria. ☻ JSN

176 seniors citizens avail social pension

Some 176 senior citizens were qualified to avail of the pension program of the Department of Social Welfare and Development (DWSD). Each pensioner is entitled to receive the Php 500.00 cash per month which will be given quarterly through the representative from the DWSD Caraga regional office.

A qualified social pensioner must be at least 77 years old and above and a non-pensioner of any other government agencies.  Each pensioner should bring the Office of Senior Citizen Affairs (OSCA) identification card, voters ID / voter’s certification or any proof of identity during pay out.  In case of health problem of the pensioner during pay out, any representative to claim the pension must present a valid ID card and “PAGTUGOT” (note of permission) which is signed by the registered pensioner and the barangay captain.

The municipality has a total record of 1,260 registered senior citizens from the 12 barangays this year.

Alegria celebrates 45th anniversary foundation

The Municipality of Alegria commemorated its 45th Adlaw nan Alegria Celebration on June 15, 2013 which endowed with the theme “Sa maalamong pagamit sa gasang bahandi, kalambuang gidamgo dili ikatandi”.

The celebration highlighted with the oath taking ceremony and the State of the Municipality Address (SOMA) which were enjoined by the municipal employees, faculty and staff, barangay officials, BHWs and BPLKs with special presence provincial Governor Sol F. Matugas.

Awarding of public officials and employees through the local PRAISE committee was also part of program.
           
The formal opening of the celebration was done in the morning through having an early mass at Roman Catholic Church followed with parade started at Municipal Community Stage to Caraga Institute of Technology (CIT) corner down to Barangay Anahaw crossing. After the parade, was the oath taking ceremony of the newly elected municipal officials which inducted by Governor Matugas.

On the same occasion, Mayor Dominador G. Esma,Jr presented his State of the Municipality Address (SOMA) as part of the afternoon activities.


In the night was the 1st Surigao Got Talent competition which participated with the different performer from Surigao city. Alegria has a representative also in the person of Mr. Jerry Micarte.           
          

6 local officials receive award from the LGU PRAISE com

The LGU Alegria, Surigao del Norte PRAISE committee gave a plaque of recognition to six (6) local officials here for the 2010-2013 term held during the 45th Adlaw nan Alegria. Hon. Dominador G. Esma Jr. was awarded a plaque for his exemplary performance as Local Chief Executive, having implemented various development projects and programs which tremendously impacted local income and increased services to the public.

Hon Uldarico Uriarte Jr. was also awarded for his excellent performance, unsurpassed dedications to service and steadfast support as Local Legislative Chief.


Awardees for the top performing Sanggunian Bayan Members were Hon. Ernesto Odjinar, Hon. Gerry Bacud and Hon. Reynaldo Ranay, whom authored effective resolutions and ordinances aimed at providing better services and benefits for the people of Alegria while Hon Edgar G. Opalia who advocated the practice of organic rice farming resulting to the increased awareness of the benefits of Organic Agriculture in the province.

New municipal officials ready to serve Alegrianons

New set of municipal elected officials in the Municipality of Alegria, Surigao del Norte who won during the 2nd Automated National and Local elections last May 13, 2013 are now eager to start their crucial role in public service. A ceremonial oath taking of the newly elected officials will be held on June 15, 2013 during the 45th Founding Anniversary or known as the Adlaw nan Alegria annual celebration of the said municipality. These are the following newly elected municipal officials proclaimed winner during the recent local poll and who will serve a three-year term from June 30, 2013 to June 30, 2016:

Sangguniang Bayan Members:
1. Ma. Theresa Eledia Paz

There are three new faces from the SB members who will soon appear in the SB session hall like Ma. Theresa E. Paz, Erlinda B. Silvosa, and Arnold L. Dagcuta. For the first time in the political poll history in the municipality, it is also the first time for Erlinda Silvosa and Arnold Dagcuta to be part of the legislative body of the local government of Alegria. This is also the first time for Theresa Paz to win, in spite of several attempts in pursuit for public service during the previous elections, and therefore a good opportunity for her to involve in actual political affairs in the local government of Alegria as SB member. Although not new in the political quest, it is a come back political career for Nimfa Sagaral who has been serving as SB member in the previous administration.

Meanwhile, only four from incumbent SB members were become victorious during the recent election battle like Ernesto C. Odjinar, Sr., Gerry Z. Bacud, Josie C. Jalasan, and Reynaldo B. Ranay. Other incumbent SB members like Reynaldo Castillon Ugay and Edgar Guiral Opalia who also running as SB member failed the vote.

Rogelio M. Edilo and Suzeth Zamora Dagcuta were the last termer from previous SB set. Unfortunately, Suzeth Dagcuta who ran as Sangguniang Panlalawigan (Provincial Board) member was not able to get the right number of votes in 2nd District of Surigao del Norte but she garnered the highest votes for Alegrianons. Rogelio Edilo may reserve his political career for the next local poll. There are rumors that Edilo will be running as the Barangay Captain of Barangay Julio Ouano if Barangay and Sangguniang Kabataan elections will push through on October 2013.

SB approves ordinance requiring AMTODA membership

The Sangguniang Bayan (SB) of Alegria, Surigao del Norte passed a Municipal Ordinance #01 Series of 2013, an ordinance requiring the Alegria Motorized Tricycle Operators and Drivers Association (AMTODA) membership as one of the requirements in the issuance of the MTOP or motorized tricycle operation permit.

The ordinance stipulated that all tricycles operating within the Municipality of Alegria shall secure the necessary certificate of membership as member of the AMTODA prior to the issuance of the appropriate franchise or MTOP and upon complying the minimum requirements set by the pertinent laws and rules regarding land transportation. The SB has the power to refuse any applications with lacking supporting requirements in particular to AMTODA membership .The ordinance simply means that all tricycle operating within the boundary of the municipality must be required to be a member of AMTODA before the municipal authorities release the said franchise or MTOP and the sticker even the tricycle operator has already paid the amount for the permit to operate.


Although the ordinance was already implemented after series of public consultation and approval by the Mayor Dominador G. Esma, Jr., some motorize tricycle running within the municipality has no MTOP yet. Some drivers and operators of the motorized tricycle revealed that they have already papers of permit to operate and completed the payment for the said permit but they admitted that they don’t have MTOP yet since they are not yet members of the AMTODA. Others said that they are not yet members of the AMTODA due to expensive membership fees and dues that they cannot afford to give.

The said ordinance was adopted and takes effective immediately on January 22, 2013 on the motion of Hon. Ernesto C. Odjinar, Sr. and Hon. Rogelio M. Edilo.

SSCT turns into university

The Surigao del Norte State College of Technology (SSCT) is recently converted into Surigao del Norte State University after President Benigno Aquino III signed the RA 10600 into a law last June 10, 2013. Live on June 11, 2013 at DXSN radio, Congressman Guillermo Romarate, Jr., the 2nd District Representative of Surigao del Norte confirmed that SSCT is now a government or public university in the province of Surigao del Norte. Cong. Romarate and Congressman Francisco Matugas, the 1st District of Surigao del Norte were the main authors of the said law.

RA 10600 provides the fusion of the Surigao del Norte State College of Technology (SSCT) main and its campuses with the Siargao National Science and Technology (SNST) in Del Carmen and Surigao del Norte College of Agriculture and Technology (SNCAT) in Mainit to form into a Surigao del Norte State University. The existence of the university in the province would then inspired Surigaonons especially the youth to study and earn degree at very accessible campuses at less expense.

Cong. Romarate in radio interview said that he is very happy upon the signing of the RA 10600. He declared that it is the pride and honor of the Surigaonon to have the first state university in the province. He expects that the university will become helpful in educating the youth especially poor but meritorious students. He also anticipates that any graduate produced from this university will become much competent and recognized as other university graduates so they can be easily hired to appropriate jobs upon employment.

GCB partners LGU Tagana-an for welding competency training


The GCB Training Center team up with the municipality of Tagana-an to pool resources in conducting training for the Shielded Metal Arc Welding (SMAW) to the interested townsfolk of the said municipality. 


GCB Center Director Grace Natad-Conde and  Municipal Mayor Cesar Alsong Diaz recently signed a memorandum of agreement (MOA) to  effect the partnership arrangement.

“The GCB as part of our Park and Train Program to community-based areas will provide technical vocational trainings to qualified individuals of Tagana-an who are interested to enroll on SMAW competency course and provide trainees/graduates certificate of completion after completing the required number of hours of training,” Conde said. 

Conde added that the municipality of Tagana-an through Mayor Diaz agreed and fully support with the GCB’s program. Mayor Diaz granted to use its motor pool/ welding shop located at their old gymnasium as the training venue at anytime throughout the training     duration and assist GCB in facilitating the conduct of training and other relevant activities.

The GCB is expected to train some 35 individuals on SMAW and assist them for the TESDA competency assessment later to grant them with the SMA NC II. The training duration is 304 hours which culminated on June 4, 2013 and undergone   the SMAW competency assessment on June 6-9, 2013. ◙
